Foundation cue "Look at me" training plan

I've been thinking about this for a bit. I think having a cue for Baron to look at me when I need to gain his attention would be beneficial. I might be able to train him on how to behave with other dogs around but then I'll need to also tackle how to greet people, how to deal with small animals etc.

A good solid cue which can gain his attention maybe what I need to start out with first THEN for future situations I can tackle how to behave as they pop up.

So here is the start of my plan. I'll run it by one of the groups I belong to for advice before I consider this solid.

Want: Baron to look at me and pay attention when I say "Look at me".
Cue: "Look at me"
Expected Behavior:

1) For Baron to turn to look at me for 5 seconds and pay attention to me when I say "Look at me".

Not expected or desired:

1) For Baron to come to me when I say "Look at me".

Levels: There are 16 levels to this.

1. In quiet room / no distractions. Baron looks at me when I say "Look at me".
2. In quiet room / no distractions. Baron looks at me for 5 seconds when I say "Look at me".
3. In noisy room / no distractions. Baron looks at me when I say "Look at me".
4. In noisy room / no distractions. Baron looks at me for 5 seconds when I say "Look at me".

5. In quiet room / with light distractions. Baron looks at me when I say "Look at me".
6. In quiet room / with light distractions. Baron looks at me for 5 seconds when I say "Look at me".
7. In noisy room / with light distractions. Baron looks at me when I say "Look at me".
8. In noisy room / with light distractions. Baron looks at me for 5 seconds when I say "Look at me".

9. In quiet room / with moderate distractions. Baron looks at me when I say "Look at me"
10. In quiet room / with moderate distractions. Baron looks at me for 5 seconds when I say "Look at me"
11. In noisy room / with moderate distractions. Baron looks at me when I say "Look at me"
12. In noisy room / with moderate distractions. Baron looks at me for 5 seconds when I say "Look at me".

13. In quiet room / with heavy distractions. Baron looks at me when I say "Look at me"
14. In quiet room / with heavy distractions. Baron looks at me for 5 seconds when I say "Look at me".
15. In noisy room / with heavy distractions. Baron looks at me when I say "Look at me".
16. In noisy room / with heavy distractions. Baron looks at me for 5 seconds when I say "Look at me".

How to train:

1) When Baron is not paying attention to me but then looks at me click and treat.
2) Say "Look at me" and when Baron looks at me then click and treat.
3) Build up to a 5 second focus on me.

Questions to answer:

1. Should "Look at me" be a cue or should another word be the cue? ("Focus" for me means to maintain eye contact where the purpose of this is to just get his attention long enough to give another cue)

2. Will this cue result in Baron coming to me or just looking at me? I prefer he just look and pay attention to me.

3. Will this cue accomplish what I want at the end?

4. Do I need step #1 ?
